I have omd running on multiple SL6.4 systems here and have not seen this 
issue on any of them.  None of these systems have a cron.allow file 
anywhere in /etc.  Could that be something that was configured on your 
system locally?  I could be wrong, but I don't think it's set up from a 
default install of SL.
